HQ Settings — controls what shows in the Workspace nav on the right — add a new section, change its icon/order, or set which team tiers see it unlocked. Owner-only. Changing who can actually fetch a section's underlying data (not just see it in the nav) still needs a small code change, same as it does for Capital today — this controls the menu, not the data-access gate.
